It sure seems like quite a few people have discovered the secret of being prejudiced without being racist. They make sure that the brunt of their jokes is not someone from a different ethnic group or nation. Without apologies, they laugh and make jokes about someone of their own race, but from a different region, social class (it's always alright to laugh at the wealthy), faith, or educational background.
Remove the race card and anyone can be fair game.
